Unable to set "ordinal" with AS3

I have a requirement where the local traffic policy rules needs be in a particular order (eg. reverse-alpha). I used to achieve this using "ordinal" property in AS2. However, in AS3 that property seems to be missing. Has anybody else encountered this issue ?
