Sync issues between 2 BIGIP machines

We have 2 BIGIP machines in cluster Active-passive After adding license for APM and enabling APM module on both machines, I get the following error when trying to sync changes between the 2 machines:

    Sync error on WAF2.local: Load failed from WAF1.local 010713f9:3: The folder EPSEC/Status cannot 
    be deleted because it is not empty

How can this be resolved?

    What version of code are you running? It looks like support for APM Active/Standby is first introduced in 11.5.0.
