Slow first outbound connection. Fast subsequent connections.

Ah, figured out the reason why we needed to disable ALH. Sort of. I needed to disable ip redirects on the interface where the route-map was applied. After doing that ALH is enabled and everything works fine. So we're going forward with the PBR after all :)
