restrict_irule_events causes odd behavior in access policy

I have an iRule where ACCESS::restrict_irule_events is disabled. The access policy has an iRule Event in it. I can actually see a request for /renderer/agent_irule_event_form.eui, a response, and the access policy actually completes. Then the original request comes through again. Really bizarre. Has anyone else experienced this?

 

I'm having to set a variable on the first ACCESS_POLICY_COMPLETED and only process the request I want after the agent_irule_event_form weirdness is over.

 

What is the purpose of agent_irule_event_form.eui?
