Requested rule not found - when doing tmsh load sys config

I am having a problem where I am receiving 'The requested rule (redacted rule) was not found.' when loading a config by tmsh, or when ever trying to create any new iApp instances from the GUI.   T...

'load sys config verify' should help determine which file is failing during load. Should also see a configuration or configuration reference in the file that will fail during load.

Still no luck. I created a new iApp deployment of a blank template with the same name as the 'missing' one - it let me create it. I added manually an empty rule with the same name as the 'missing' one and then it errored out on a few more - added those and it all seems to work. Not ideal situation but at least will let me continue at this moment.
