You could try replacing the curly braces with quotes and then escaping the square braces: 

 
    if {0}{ 
        do something 
    } elseif {[regexp "^/foo-(\[^\.\]*)-m(\[0-9\]+)(\[0-9\]+).html" $uri url param1 param2 param3]} { 
        do something 
    }
