Is this possible to have both Radius authenticate account and Local account active at same time on F5 BigIP?

If you mean, can you authenticate multiple users from multiple AAA concurrently for management access, then the current answer is no.
You CAN have the single local "admin" account available, and then multiple accounts authenticated against a remote AAA.
You could try APM System Auth, if providing multiple AAA's for management access is a requirements:
Also, If you layer an APM VS over the management interface, you can do anything APM can do.
