You don't need brackets around the commands in this context.

when HTTP_REQUEST {
  if {[HTTP::uri] ends_with "/echannel"}{
    HTTP::redirect "https://ecare.fred.com/echannel"
  } else { 
    HTTP::redirect "https://xmro-secure.fred.com"
  }
}
