redirect to html file

I have a html page in the directory /var/class and am trying to redirect the user to this page if the LB_failed is triggered. The statement I have tried is HTTP::redirect "/var/class/site_busy.htm". but it is not working. I have read that I may need to perform a b load after I have loaded the page into the directory is this true? If not can anyone advise what i need to do to get this to work.
