priority group activation - conditions

I'm running F5 LTM 16.1.4.1.  I have a pool setup for smtp. Its using simple round robin. 2 backend servers are in priority group 2 and the 3rd is in priority group 1.  i have "priority group activation" set to "less than 1".

Around 1 session in 10 is being sent to the 3rd member even though it it lower priority. Our monitors indicate the 2 servers in group 1 are constantly available. Why would it send anything to the lower priority group when the higher one is still available?

    Are you positive this is a received connection and not the health monitor from the F5? If it's not the health monitor then I recommend a code upgrade because it could be a bug in that particular code version.
