priority group activation - conditions

I'm running F5 LTM 16.1.4.1.  I have a pool setup for smtp. Its using simple round robin. 2 backend servers are in priority group 2 and the 3rd is in priority group 1.  i have "priority group activat...

Are you positive this is a received connection and not the health monitor from the F5? If it's not the health monitor then I recommend a code upgrade because it could be a bug in that particular code version.
