Packet Discards - Connection limit reached (virtual server)

Does anyone happen to know if this statistic indicates hardware capacity issues? We're on 10.2.4 device BIG-IP LTM 3600 4G R and found out at tab Overview > Traffic Summary > General > Packet Discard...
