Enabling 

Datagram LB
means that the load balancing decision will be made on every UDP datagram so you can think of this as being stateless.

If you wanted to turn this into a stateful UDP connections you would need to apply some persistence profile based on something within the UDP datagram.

I have done this for RADIUS traffic where traffic is coming from Cisco switch, so common IP addresses, and we setup Persistence using the RADIUS attributes
