Newbie - Configuring iControl Features BigIPV10.2.0

Need to allow a server to send messages to the Bigip about up and down status of other servers within a specific pool. Apparently this can be via iControl, just need to where to go in v10.2.0 to configure it. I know that I can find a list iControl features in "https://xx.xx.xx.xx/iControl/iControlPortal.cgi". Can the configuring of iControl be done in the web gui if so, where? Or is it done via command-line?

    iControl is a SOAP API provided by default on the management IP address. There are many languages that can consume SOAP WebServices, see the following link for some examples:
