Console to LAN won't work. I'd suggest you configure the management IP via the LCD and then connect using the management network interface. Apologies if I've misunderstood. As well as the training I'd suggest;
For the network setup, see here: http://support.f5.com/kb/en-us/products/big-ip_ltm/manuals/product/tmos-implementations-11-3-0.html
For the LTM load balancing setup, see here: http://support.f5.com/kb/en-us/products/big-ip_ltm/manuals/product/ltm-implementations-11-3-0.html
There is also a good beginners guide here: https://devcentral.f5.com/tech-tips/articles/quick-start-application-delivery-fundamentals.UOafYzmmv1U - Malik_Adeel_Imt

How can i set the Management IP via LCD i mean i which option i should choose.
And after set the IP what will be the next step. Another thing which i noticed is when i check the Version of F5 Networks throuch LCD and it is 9.2.3. (Please also comment on this too)

Adeel,
I can only endorse what Steve and Nitass have suggested. The free training should get you up and running. Of course askf5.com is another resource to use. The relevant Platform Guide will detail how to set up the Mgmt IP via the LCD screen. Basically - X button, System Menu, Management screen. You can then login via a browser to this address and license / provision / configure etc...
v9.2.3 - this is no longer supported anymore so you'd need to upgrade them too. Again askf5 will detail latest supported versions and upggrade paths. That is if your platform allows.
Hope this helps,

Can you try root / default instead please?
Is this definitely a new device and/or 'virgin' installation?

I suspect not, in which case we might need to go for password recovery. Please confirm.
