alternatively, you may trigger event which prevents unit to go active e.g. create dummy vlan without interface and enable vlan failsafe on it.
Antmatrix_13516'm using a previous version so it will not persist the move. "In BIG-IP 11.1.0 and later, the Force Offline status persists through system reboots and upgrades. In previous versions, the Force Offline status does not persist through system reboots."
