Need help in Big-ip Upgradition

There is no step by step for a version 9 to version 11 upgrade. You need to upgrade to version 10.x first, (10.2.4) Then upgrade to 11.x Note: Because your jumping two major versions, there is many risks and caveats that need to be addressed and thought about.

You'll need to do this in stages, from 9.x to 10x,
