Need an advise of F5 Solution for Load of Inbound Traffic with Multiple ISP Link

I would like to ask if you have some idea on F5 solution for load balance of inbound traffic with multiple ISP links. Right now, I'm using BIG-IP version 12.1.2 with LTM and GTM license.

 

As I remember, before F5 can support by using BIG-IP Link Controller and GTM. The inbound ISP link load balancing functionality uses pool members for more than one ISP link per data center. But beginning in BIG-IP Link Controller and GTM 11.5.4, 11.6.1, and BIG-IP DNS 12.1.0, the ISP link load balancing functionality will use pool members for only one ISP link per data center for each pool (refer to K36385016).

 

 

So what is configuration setting I should do to adapt on this requirement if I have only license LTM and GTM? Or should I purchase additional Link Controller license? As your experience, what is the best practice for load balance of inbound traffic with multiple ISP?
