minimum Licencing required for forward proxy SWG deployment?

Hi as per the title, I have only ever done SWG deployments when BEST licence was also bought.

Can i Do something like a i2600-APM-BASE + SWG licence?

Also one for F5 specificly, why do all VE's cap out at 100 concurrent SWG sessions regardless of the VE throughput, You have kind of made it impossible to use SWG on VE's.......
