Yes, the GTM (or GlobalLB) interfaces are available in the iControl SDK. Included in the SDK are some samples illustrating how to query the GlobalLB components. The available interfaces are in the GlobalLB module and by browsing the API reference in the SDK you should be able to get an idea of the available features.
