Manage Data Group via automation or scripting

I've uploaded a Data Group that hosts IP addresses. I did it via WinSCP I believe. However I'm needing to come up with a solution to programatically upload and refresh a new list (for adding or deleting IP's).

 

 

First, does anybody have any already written code they can share?

 

 

If not, what method should I investigate to handle this? Powerscript?
