can you try something like this? 

when HTTP_REQUEST {
   set uri [HTTP::uri]
}

when HTTP_RESPONSE {
   if { $uri equals "/a/b/main.css" } {
      log local0. "CSS-DEBUG: Content-Length is [HTTP::header Content-Length]"
   }
}
