Can I limit user modify iRule?
Ex. user_A can modify iRule_A but cannot modify iRule_B.
user_B can modify iRule_B but cannot modify iRule_A.

You can't add permissions to individual iRules. You could however achieve something comparable by putting iRules in different partitions and restricting certain users from accessing the partitions.
This may however restrict how you add the iRules to your virtual servers as child partitions cannot access each other.

Agree with @MrPlastic. F5 doesn't have granular level of restrictions related to VIP, Irule, etc. But there are many tool available in market to achieve this.. One of the tool is AppviewX. Thanks!!
