issue with the Link Utilization in LC

My customer has two ISP internet link, each has 2MB bandwidth.

 

 

when i use bigip_link monitor which has default values interval 10 Seconds and Timeout 30 seconds.Then browsing was experianced very very slow, and when i saw statistics(more than 1M) and graph was showing link utilization more than 2MB. So i decided to increse the interval and timeout value as,

 

Interval:30 sec

 

Timeout: 90 sec.

 

Also set the Traffic limit as,

 

Inbound : 2000000 bps

 

Outbound : 2000000 bps

 

Total : 2000000 bps

 

But still the problem persist.

 

Can anyone suggest me any solution to fix this problem.
