I think this will work... 😉

when HTTP_REQUEST {
    if { ( [HTTP::method] equals "GET" ) and ( ( ( [HTTP::header exists Content-Length] ) and ( [HTTP::header Content-Length] == 0 ) ) or ( not [HTTP:::header exists Content-Length] ) ) } {
         do nothing
    } else {
        reject
    }
}
