This should probably work for you:

when CLIENT_ACCEPTED {
    if { [IP::addr [IP::client_addr] equals "0.0.0.0/24"] } { 
        discard 
    } else { 
        log local0.info "TCP connection from: [IP::client_addr]:[TCP::client_port]" 
        log local0.info " to [IP::server_addr]:[TCP::server_port]" 
        pool dss_int_a 
    }
}
