The following has been in the Release Notes from v11.0.0 through v11.4.1:
"ID 358575 The traditional ConfigSync mechanism has been replaced with a more robust MCP-to-MCP communication mechanism....

Sep 19, 2013The following is from F5 Support today:
1. Explanation: Due to the the traditional ConfigSync mechanism from version 10.x has been replaced in 11.x, as a result, UCS files now load the full configuration in all cases
2. Example: In V10.x, you are able to load full configuration from UCS taken from redundency unit to active unit, you can check on Solution link

In V11, it will be no longer workable in V11 due to the ConfigSync mechanism changes, which means users are no longer able to restore UCS file taken from different unit to current unit.
