are you familiar with tcpdump? would be worth to check if you can pinpoint if the loss actually happens at the bigip or perhaps somewhere else.

find out when the packet enters the bigip and when it leaves it.

 

as for causes, is the unit not on high CPU or on too weak VMWare hardware?
