AltocumulusGTM synch group also syncs bigip_user.conf and parts of bigip.conf?
Im asking the question: Does a GTM synch group also sync bigip_user.conf and parts of bigip.conf? Im noticing on the synch group that I am working with now that the user.conf changes all match between the three devices in the sync group plus some ltm data-group changes.
Of course, there is a chance that the customer actually was diligent to make the changes by themselves but Im feeling its most unlikely.

Those files are not synced. GTMs will only sync GTM related files, like bigip_gtm.conf (v11), wideip.conf (v10). Also, other files like topology records.
As an example, GTMs are normally deployed in multiple data centers. If you sync self IPs or routes, it will not work as the network in each data center is different.
