Can GTM support persistancy of HTTP & HTTPS requests to data centres ? If Client A has initiated first HTTP request and redirected to use HTTPS , how to ensure that all these requests will be received by the same Data center. Is it done by DNS persistancy ?

When the client resolves the IP address for the http destination then is immediately redirected to a https version of the same destination the client will use the already provided IP address. It will not do another lookup so you will get natural site persistence by default.
