Full Resource Assign not there

I'm new to APM but just got back from a 3 days training at F5. We learned that instead of using a combo Resource Assign / WebTop there was a new item called Full Resource Assign. We did all of our labs using that.

 

Now that I'm back in my office, I've started playing with our BIG-IP here. We have two in fact, one virtual the other physical. Both are running 11.4.1.

 

My problem is, there is no Full Resource Assign available when I add items. I've been able to make things work using the old method but I'm curious to know why there's no Full Resource Assign on my systems.
