force pool member offline permantently after fail healthcheck.
Is there a way to force offline a pool member after it fails the health check the first time ?
In other words, if the health check comes back OK after subsequent tries, the LB will not send requests to it because it has been marked offline.

You can set the Manual Resume option to Yes in the corresponding monitor. This will mark the failed node offline until it is manually reactivated by the administrator.

Great. I'll look into this. Can I configure it in such a way that it uses another member after it first fails ?

Manual resume is a per-node function. If a single node fails a monitor with manual resume enabled, only that node will be marked offline. The other pool members will continue to accept traffic.

How can I make it so that only one member accepts traffic at a time ?.

You can enable priority group activation and give each pool member a different priority value. Higher priority values have preference.
