We have HA pair of F5 (11.6.0) on production and planning to upgrade latest Hotfix. I heard its good practice to do License Re-activate before any upgrade, as we know Re-activate license re-load TMM ...

1) no need to sync changes at this point, but if you need - Sync from the active to standby 2) Sync from the active unit - Assuming you've got no reported faults in your organisation. 3) Only if you change/remove config as part of the sync. As a general rule "No" as long as your config is good.
