F5 stuck in reboot
When updating the F5 LTM to 11.6.0, it has been rebooting over an hour. What could be causing this?

are you saying that because the UI has not yet come back? it may have loaded without a configuration, or may be stuck at the bootloader. i recommend connecting physically via a console cable and looking at the current device status

The UI is back, I get the page please wait while BIG-IP device reboots. I can ping it
- Are you able to ssh to the device or do you have console access.
- If so, lets dig the message displayed in the terminal.

How can I revert to old software via command line

switchboot, select the boot location with the old software, set as default, and reboot. once you have reverted, reactivate the license. Then you should be able to use the CLI command "cpcfg" to copy your current config (old-software) to the upgraded partition

First I would try reactivating the license. This can be done in the gui (System>License) or from the cli. See SOL2595.
If that doesn't work then you will need to reinstall the original software version. How did you perform the installation? Is the original boot volume still intact or did you boot to another volume and install over your normal boot volume?
