AltocumulusF5 BIG-IP Virtual Edition - BEST (PAYG) pricing
on Microsoft website, they say $$/per hour. However i would like to know if i get billed when the VM (BIG IP) shutdown state.
I ask the question, since its a non Microsoft product.

It is the same as any other product.
You only pay if you are using the resource.
The only difference between a F5 VE or a free Linux vm, is that in the F5 case you are paying for the cloud resources and F5 license.
