F5 big ip 1600 upgrade from 10.2.3 to 11.4.1 : Configuration not copied

Did you reactivate the license on 10.2.3 prior to your upgrade attempt?

If not, go back to 10.2.3, reactivate the license, and try upgrading again.

The upgrade process request the license re-activation. So yes, I reactivated the license. I was originally in 10.2.1 and the upgrade to the 10.2.3 succeeded. Here is below the different attempts I made.

From 10.2.1: upgrade to 11.4.1 failed ==> configuration issue upgrade to 11.0 failed ==> configuration issue upgrade to 10.2.4 failed ==> configuration issue upgrade to 10.2.3 succeed OK

From 10.2.3 : upgrade to 10.2.4-870.0-HF13 failed ==> configuration issue upgrade to 10.2.4-577.0 (no hotfix) failed ==> configuration issue upgrade to Hotfix 10.2.3-123.0-HF1 succeed OK

From 10.2.3-123.0-HF1 : upgrade to 10.2.4 (no hotfix) Failed ==> configuration issue

/var/log/ltm will have error logs for the config load failure. Please review them to find what is blocking it.
