Export, then Import Local DB?

Hello,

I'm trying to import a Local User DB that was exported from another F5 and am getting a "General Exception" error with a note to check the logs, but I can't find it. Is there a trick to importing a user csv list into the local user db (assuming I'm using the same format as an exported one)?
