i trying to apply iRule for shaping bandwidth with "Bandwidth Controllers" module.

MVPi tried in on my lab VE and it worked fine. which version are you running, which modules do you have provisioned?
and to be sure, you did create a bandwidth policy called bandwidth_limit_test ?
