Does Microsoft Exchange Administrator Needs to configure CAS array on 2 CAS servers in order to work with balancer

Exchange administrator gave me 2 CAS servers IP,s and said load balance them with Hardware load balancer.   He Hasn't configured any CAS array on exchange. He think CAS array configuration is not ...

You are correct. Microsoft even recommend a CAS array object even if you've only got 1 CAS server.

 

So, create a CAS array object with fqdn/IP address pointing to virtual server on bigip which has the CAS servers as pool members.
