Differnce between top command output and tmsh show /sys performance system output

I am confused with the difference in the output of top command on my F5 device and the response from the tmsh show /sys performance system command output. Where top command shows CPU utilization reaching to the order of 50%+

 

where as the command output shows it to be 21% max!
