I have the same behavior on BIGIP4000s LTM v12.1.1 HF2, I have a open case with F5 support but they don't have solution yet.

Thank you for the Qkview of the Standby. I see the peer unit has the same issue. It appears statsd stopped processing after the upgrade back on 2016/12/10.
Please restart statsd daemon by typing "bigstart restart statsd" from the CLI. This should fix your issue with the statistics recording. Thank you."
Now the statistics are ok after the restart!!!!
