I have BIG-IP 3400 Series that running the BIG-IP version 9.x. So the new device is BIG-IP 4200v series that running the BIG-IP version 11.3.0. I know if i upgrade the BIG-IP from 9.x to 10.x and 10....

The only point I would add is,..If you choose to do this manually, you can implement your VIPs in 11 via iApps. This migration would be much more difficult, but you may have motivations to get the configuration into iApps for future operational efficiencies. Just a thought.
