Can we Update zone in GTM by several user in the same time?

There is no lock out/tag out in place by default, that is a process you'll need to implement on the human side or create an application external to GTM (via the iControl/iControl REST apis) to implement that logic.

GTM will reflect last change. Some zonerunner configs would just add extra records depending on what changes you are making, others might overwrite.
