Can I use activated Big Ip License for another Device
I have purchased Big IP Lab License and activated in Version 12.1 then I had a issue on accessing BigIP through Rest Service. I Raised a case in Support, They said there is a technical issue and it may get 2 or 3 more days to get fixed. This issue is not happening in Version 11.6. If I want to Use 11.6 now is it possible to use the same license to activate 11.6??? and I don't want 12.1 anymore.

Did you upgrade from v11.6 to v12 ? If so you can boot back to v11.6 no need to activate license there. If you are planning a fresh install on a new VM, then you need to reactivate. F5 support should help in the license move from one device to another.
If you are installing on the same device from v12 to v11.6 then you need to reactivate license, but it should allow you to reactivate. Keep in mind, VM should be same. (You might loose configuration moving back from v12 to v11.6 after fresh install)
