According to this site from f5, it is possible to upgrade from 13.x to 15.x

  • But I run into problem that the The configuration can not be loaded and I currently stuck in the upgrade process and try to find out why it cannot be loaded

"The configuration has not yet loaded. If this message persists, it may indicate a configuration problem."
