Hello,
Using a BigIP 3900 running 12.1.2. I am unable to download the BIGIPEdgeClient.exe from the management WebUI.
Going to Access Policy/Secure Connectivity, then selecting my connectiv...

Did you try to use another Browser? (you can also try to download the client from your standalone if you have a cluster)
Otherwise you can try to download it using tab "About" near tab "Help" in the top left.
Then you have --> Downloads --> BIG-IP Edge Client™ Components
