BIG-IQ v. 5.1 automation: Script fails to import BIG-IP ltm module with error message "Can not discover device not in ACTIVE state"

Hi,

 

With reference to "bulkDiscovery.pl" from https://github.com/carldubois/bigiq-cm-restapi-bulk and a csv file having BIG-IPs (VIP-1\nVIP-2...) all on version 11.6; The script is importing almost half of the BIG-IP devices successfully, but it fails on the rest of the devices in the list with the following error message:

 

"Import ltm failed, DEVICE_RESOLVER Failed to identify and discover device; reason: Can not discover device not in ACTIVE state."

I logged into these devices but they seem identical to the ones that were imported successfully. How should I resolve this issue?
