I tested in my lab, and if I uncheck the connect check box for one of the F5 interfaces, it goes down.

 

I am using esxi version 6.7.0, and a F5 VE version 14.1.0.

 

If you are using the default ova settings for the interfaces when you create the F5 VE, I don't know what is wrong.
