BIG-IP DNS resolving IP when all pool members are down/disabled

Hello Guys,

I ran into the article : https://support.f5.com/csp/article/K39000314 which mentioned that in case all Big IP DNS pool members are either down or disabled, and Return to DNS has been configured in the Load Balancing Method in Alternate and/or Fallback, the GTM would reponse with all pool memebers.

Why is that, and how can I disable this feature, where GTM will not reply if all members are down.
