Big-IP can't start due to licenses?
Hello,
Licenses on my BIG-IP were expired and when I wanted to add new licenses I found that BIG-IP is always restarting in browser. I tryed ssh command "tmsh load sys config" and it breaks with "01070356:3: Load balancing feature not licensed. Unexpected Error: Loading configuration process failed." Ltm log also has not licensed error. So can it be the reason of non loading BIG-IP? And how can I repair it without resinstalling?
Thanks.

That is most likely the issue. If you have a valid support contract you should contact support. If you do not have a valid support contract, there isn't much you can do.

John, What licence have you purchased? Sounds like you've not got ltm licenced and you're reloading a config which requires ltm.
You can check licence by running "tmsh show sys license"

Eric, I just want to try all options before asking support.
Nathan, this is the list of licences, so all should be ok:
tmsh show sys license ... Active Modules LTM, 5 Gbps, VE IPV6 Gateway Rate Shaping Ram Cache ... PEM, VE Routing BundleAlso, list of errors from ltm after restarting:

The issue is that your evaluation license is expired:
err mcpd[16009]: 01180005:3: Evaluation license has expired. err chmand[15629]: 01180005:3: Evaluation license has expired. emerg mcpd[16009]: 01070608:0: License is not operational (expired or digital signature does not match contents).
